Lots of suggestion here in this thread, I know I am a little late to jump
in.  Have you solved the problem?
Most pager companies support TAPI 1.5 standard.  It is basically a dial up,
async standard that is used to call a pager, and pass along a numeric
message.  I am sure you can find plenty of AS400 packages that will do this.

However, if you want a very quick and dirty solution, that will no cost
anything, here is how you do it:
1.  you must have a sync modem attached to the AS400 (ie dial up ECS line),
that support V25BIS autodial.
2.  Configure a dial up SNA line, be sure to specify Autodial *yes and
autodial type to be *V25BIS
3.  Configure a dial up SNA controller that uses the line in #2 in it's line
list.  Be sure to specify the modem telephone number and the string to show
up on the pager in the dial number parameter.  Be sure to include any codes
to dial an outside line (ie 9).  Also keep in mind that a : is used in a
V25BIS autodial string to indicate a pause, NOT a comma.  The comma is part
of the AT command set.  Also be sure to set the parm for dial initiation to
*IMMED.
4.  Write a small CL program, that      
        a.  Varies on the line
        b,  Varies on controller.  When you vary on the controller, it will
attach to the line, and dial, then pause and then dial the pager string.
Use a DLYJOB command to allow enough time for the dial sequence to complete,
then vary off the controller and the line.
5.  If you really want to get fancy, you could pass the pager number, and
the pager message as parameters.  I have used this approach many time, but
NOT in a very long time.  We ditched all pagers quite a while ago, and do
all unmanned notifications via text messages sent to smartphones.

I probably have the SNA configs and some sample code around here somewhere
if you need help.

Direct email is best, I have gotten slack about reading the list server on a
timely basis.

The power that be. Purchased a cell phone from AT&T (now Cingular), they do
not have a tower in our operator location.  He say that his area is a
restricted area.  So, the power that be said that they could turn the cell
phone off and purchase a cellphone which is a lot cheaper.  The department
that order our equipment just order the pager.  No one told what kind or
what was need .

So, we got what we got.  Lack of communication or poor communication will
get you all the time.

You must be kidding, you just bought a brand new pager (from Verizon no
less) and it's not text capable?  Tell them to fix it or you'll take your
business somewhere else.  Not to mention they've already sold you a cell
phone with poor reception...  I'd be livid.

To late.

The light came one, the pager was ordered, and now we need to get it to
work.  I can get the modem to dial the number, but how do is send it the
error code and hit the # sign to send it on it's way?

Then you use a modem to dial the pager ID pause and DTMF message. Actually
just call your local cell phone companies and have them give you a loaner to
see which one gives you the best signal strength at your operators home. If
you tell them that you want to switch your corporate cell phone service to
the best signal provider you can usually get loaner cells for a couple of
days with unlimited usages for free.  Then throw away that crap pager they
bought by mistake.
