Are you sure this is not a network issue, rather than the IFS?

Do you see the same issues if you access the IFS via green screen

Thanks!  It might, as we are on v5r1 on this machine still. 

Although our performance will come and go. I was thinking maybe some sort 
of limit on servers/threads something along that line that could be 
changed, but I've not come up with anything or way to monitor what is 
going on.
