Luckily I have an iseries that I can IPL at will. I did extensive testing on this. As we know, QSTRPRTWTR is not a system value that we can change, it is only a display one. Much like QIPLSTS, QABNORMSW, etc. If you want an action like a mythical CHGSYSVAL QSTRPRTWTR would be, then you can do this one of two ways: One, IPL in manual mode and override it. Two, prior to the IPL do a CHGIPLA STRPRTWTR(... If you set it to *NO then after the next IPL QSTRUP will not start the writers and system value QSTRPRTWTR will be set to 0, do not start. Somewhere during, or after, the IPL it does a CHGIPLA again and sets the value for STRPRTWTR back to it's default of *YES, so the NEXT ipl will automatically start printer writers and set the system value QSTRPRTWTR back to it's default.
