You are correct that IPL does CLRLIB QRPLOBJ.  It no longer does anything
about spool storage.  The first time anyone references anything to do with
spool after midnight, a system task goes out and checks spooled file member
that have been empty and unused for more than the number of days specified
in QRCLSPLSTG, and removes then at that point.
