I have downloaded and installed SI11806 which is more current then the
SI10376 that you recommended.
I still have the same problems.
I can Ping but not telnet or connect with CA.

 You need to be patch up to (at least) Service Level SI10376 for V5R1 to run
on XP.  CA does not run correctly straight off the CD.

 You can find the fixes here:

 This should do the trick.
