Don't think this doesn't happen Rob ! At my previous employer (large
multinational) this stuff happened all the time. But with the tight controls
they had we always caught it. There were all KINDS of invoice for just about
anything you could imagine.

Invoice spam?  Bill everyone and hope that x% just pay the bill without 
thinking.  Having no phone or email contact reduces your expense enough to 
make it profitable.
