I would complain to your state's Attorney General office. Some states are
very agressive about anything that has the appearance of fraudulent billing
practices. They are a public company on the OTC exchange. Is it possible
they are doing all this billing to make the financials look better?
See if the SEC covers them and has a place to complain.
But first you should have contact with them & see if they clear it up.
It was not hard to find contact info on their website...
