Which timeout timers? 

 I'm not sure any time-out timer would work because the typical
situation is like this - I launch iSeries Access, sign-on, launch JDE,
navigate to a menu, take an option, select some other option/cmd, and
then the session freezes.  Total time is less than 2 minutes.

Sounds like propogation delay. Increase your timeout timers.
