I happen to know from experience that this figure is wrong.  Starting with
V4R4, it was possible to create stream files larger than 2gb by passing
the O_LARGEFILE flag to the open() API, or by using the open64() API to
open the stream file.

This capability of larger stream files was added in V4R5, so 2gb is not
the maximum in V4R5!  Indeed, I wrote V4R5 programs that created larger
stream files.

However, it's certainly possible -- maybe even likely -- that the gzip
program, jar program, etc were not upgraded to use the new large file
support that V4R4 added.

However, if that's the case, it's a legitimate concern that they MIGHT
still work that way today.  The only way you'll know for sure is to
actually try it and see.
