Many sites choose to block ping. Technically, it goes against RFCs to do so, but they have their reasons. The tough part for you is that just because a host is not ping-able does not mean it is not reachable. Likewise, just because a host is ping-able does not mean you can start an ftp session with it. Perhaps a better way is to try opening the ftp port on the remote host?
