Once you create a file containing all the library names, then read that file. For each library name not beginning with the letter Q, run the following command in your CL program:
DSPFD FILE(&ODOBNM/*ALL) TYPE(*MBRLIST) OUTPUT(*OUTFILE) FILEATR(*PF) OUTFILE(FILES)
This will give you data that you can use in your query. I use this method to automate file reorgs, and it works great. Contact me offline if you need more.

DSPOBJD OBJ(*ALL/*ALL) OBJTYPE(*LIB *FILE) OUTPUT(*OUTFILE) OUTFILE($DODLIBFIL)
"Last used" is an ambiguous term. Using the above command, every library that shows up has blanks in the "Last Used Date" field. Not sure how you'll get that information, unless you test the last used date for every object in a given library; the highest date you find will be the "Last Used Date" for the library.
