The quickst & best CL for system reorg

I need to write a qry on the dspfd and identify any file not used in last 2 yrs 
or more. than write a cl pgm to MOVE all of these old/unused files to a DELETE 
library. leave it thru a month end and then dlt thid temp lib after it is 
looked at.

I need a way in a CL to get every lib, get the info regarding when it was last 
used.
