Why on earth would you be annoyed?

Frankly I applaud it (as long as I can turn it off).  Since the SE
disappeared, IBM has struggled to find ways of letting programmers know
about new tools etc.  It seems to me this is a perfectly valid method.  By
showing up in PDM it directly addresses the programmer and does not affect
end-users.

The very fact that you are on this list means that you are not part of the
target audience for the message.
