If you prompt the help text for SAVLIB, QUSRSYS is contained in the group *ALLUSR, not *IBM. Hopefully, you did a SAVLIB *NONSYS after you installed, and you could get it from there. If you re-install QUSRSYS, other customizations might be lost. If you do not have a SAVLIB *NONSYS, and no further save of QUSRSYS, I suggest that you re-install QUSRSYS from PID media as a slip install. You will then have to re-PTF.
