We're using MAIL MANager (Rel 2.50) and are having a problem when new users
are added to the system. User message queues are created with a default
*PUBLIC authority of *USE.

Our new users have *PUBLIC *CHANGE by default. I wonder if you've changed a parameter somewhere?

MailMan chokes on this with CPF2408 / CPF2469 (Not
authorized to message queue USERNAME).

See help on SNDMSG:

1. The user must have object operational and add authorities to
    the message queue.

*USE does not provide add authority. MAIL_MANN sends a message to the recipient which requires that authority just as any user using the SNDMSG command (or SysRq 5).

I see that they're merging with another company. Does anyone
know if support has suffered for it?

Last I heard, they merged with WorksRight years ago. AFAICT, support actually got better.
