Well, I took my own advice and created a PMR (problem maintenance record, I think) on the Web. I got the following answer:

FDL (FIX DISTRIBUTION LIB) is an internal system where
all PTF and APAR information is kept in.
This means that in order to see the complete info, you need to download
the Info APAR via SNDPTFORD and you will get the 'FDL' copy.

It may also be possible to get it through Fix Central (replacement for iPTF). I'm gonna try.

What is it, where do I find it, what do I do with it, can I download it for
APAR II08311?  A search for "Fixed Distribution Library" comes up with 5
meaningless links on IBM.com and 4 on Google.

I think it was a post from Vern I saw in the archives that tweaked my
interest in this APAR.  Vern, do you have the FDL for it?
