Anybody know what "FDL" translates to in IBM parlance?

I am looking at an Info APAR (II08311) and it has near the top:

Well, darned if I can find the FDL copy.  Searched the archives, and the
only hit is one from 1998 that uses FDL in the same context (with an APAR
reference), but it doesn't explain what it is or how to access it.

Anybody know?
