The purpose of Bypass Signon (from Client Access Configure help)
Specifies whether you want to bypass the iSeries Sign On display. If you
select this check box, make sure that the iSeries system value QRMTSIGN is
set to *VERIFY. If the value is not set to *VERIFY, you will not be able to
bypass the sign on display.
 
This means you get the initial "connection signon" (gray pc signon). This is
encrypted.
What you are bypassing is the green screen telnet signon, which is not
encrypted.
This is why it is a good idea to check yes for bypass, and set your system
value to
*verify.
The system value qrmtsign says:
*VERIFY     After verifying that the user has access to the system, the
            system allows the user to bypass the sign-on.
 
System is using your connection sign on to verify.
