Unless I misunderstand what you are talking about here, single level store
has absolutely nothing to do with an ability to avoid full volumes.  A
volume in unix parlance is akin to an iSeries' ASP.  Single level store is
a memory management technique.  Having single level doesn't prevent you
from filling up your ASP any more than not having single level store makes
filling your volumes more likely.
