The automated service you mentioned used to be called PM/400 and is now
known as PM iSeries.
It is alive and well.
Technically you are right that what was called Performance Monitor, was
withdrawn in V5R2.
However, it was not just dropeed.
There is a replacement function called Collection Services.
It has somewhat different interfaces than Performance Monitor, however, it
collects all the same data and more.
Just to put record straight...

Hi Mike,
The IBM automated service that runs the performance monitor and sends the
info to IBM is more of a trend analysis than anything. Also, the
performance monitor doesn't really work as of V5R2. (Because things under
the covers that used to be monitored have changed...)
You could always hire someone like me to do a 2 day analysis and
recommendations. I have in the past done performance tuning for IBM even!
(In Finland) As the guru Rick Turner said, 'you learn this stuff through
your elbows', and there aren't too many people who specialise in it. You
can get tools for database tuning, like that from Centerfield. But that
can be done manually too.
