You could always hire someone like me to do a 2 day analysis and 
recommendations. I have in the past done performance tuning for IBM even! (In 
Finland) As the guru Rick Turner said, 'you learn this stuff through your 
elbows', and there aren't too many people who specialise in it. You can get 
tools for database tuning, like that from Centerfield. But that can be done 
manually too.
