Might as well point out that CHKIN can be used in place of CHKOUT as long as 
'existence' is all that's being verified. You can't CHKIN an object that 
doesn't exist (CPFA0A9) and a directory returns CPFA0DA: Object is a directory.

The obvious issue is still as Scott Klement pointed out -- you can affect 
object allocations with these. Given how easy 'stat' is, the only reasons I can 
think of to actually need CHKIN/CHKOUT are (1) you really need to check 
something in or out, (2) you're somehow forced to use OPM CL or other language 
and must go through QCMDEXC/QCAPCMD/etc., or (3) you're somehow forced to use 
Rexx. QShell gives a likely alternative, but it does need to be installed.
