This error message means that the "rexec" (remote execution) server is not
running on the PC.  There's no server to connect to, therefore the PC is
refusing to accept connections.

This is unrelated to userid/password.  The RUNRMTCMD command can't send
the userid and password to the PC until *AFTER* it successfully connects
to it, and right now, it's unable to connect to it.

I'm not a Windows guy, and I don't know how to start the "rexec" server on
the PC (rexec = remote execution, i.e. the remote command server) though I
could tell you how to do it in FreeBSD or OS/400 ;)   In any case, you'll
need to install an rexec server (there's one that comes with Client
Access) and then start it as a service.
