There's no server to connect to, therefore the PC is refusing to accept connections. This is unrelated to userid/password. The RUNRMTCMD command can't send the userid and password to the PC until *AFTER* it successfully connects to it, and right now, it's unable to connect to it. I'm not a Windows guy, and I don't know how to start the "rexec" server on the PC (rexec = remote execution, i.e. the remote command server) though I could tell you how to do it in FreeBSD or OS/400 ;) In any case, you'll need to install an rexec server (there's one that comes with Client Access) and then start it as a service.
