RUNRMTCMD connection problem

All,

I have 2 NT2000 servers which I need to run a PC job against , the running
of this job being controlled by my AS400.
To perform this function I am using the RUNRMTCMD command from a CL program.
The problem that I have is as follows , 

The CL program works correctly for only 1 of the servers , the data is
extracted and the program runs successfully.
The other server immediately comes up with the following message

CPE3452 A remote host refused an attempted connect operation.  

Both servers have the same user ID and password which are not disabled ,
both allow FTP using this user ID/password , but server 2 will not allow
remote jobs to be run.

I have compared the services on both servers , they look identical , the RPC
service is running on the 2nd server.

Is there a check list that I could use to make sure that the server is
correctly set-up for my AS400 RUNRMTCMD to work?

The only difference that I can see is that server 1 has PC Anywhere
installed whilst server 2 uses VNC.
