It was brought to my attention that my pointers to the information could have been more helpful - so let me give some actual links:

The InfoCenter entry point is at <www.iseries.ibm.com/infocenter> and from there you select a region (or continent), then a release of the OS. Once you get to the main page for a release, look for the 3 items, "Memo to Users", "What's New", and "Late-breaking news". I can't give you the links for them all - they differ by release.

InfoCenter for each release (from V4R5 on) has a _Memo to Users_ link, as well as a _What's New_ link - usually. This has links to various _What's New_ sections of the different facets of OS/400 world. There is also a _Late-breaking news_ link.
