Jan,

Found it.....the instructions for restricting IFS access is actually containing
in a IBM Software Technical Document related to viruses on the AS/400.  The
link to the specific section in the document I used is:

I used the information to insure proper backup of the IFS and of QUSRSYS without
being in a Restricted State.
