I have run into a problem with quote rcmd at a couple of customers, I do 
not remember if that was the error message we got back though.

1)  In one case, the target system was a DBCS system and commands would 
not work unless they were all upper case.  So this worked:

quote rcmd CRTLIB TEMPLIB

2)  In the most recent case, the target system would only work if the FTP 
commands were all upper case.  So this worked:

QUOTE RCMD CRTLIB TEMPLIB

We never confirmed why on #2, we just decided to change our code to all 
upper case since that is how the IBM docs show the command anyway.

So the net result is that where we used to issue all lower case, after 
these two changes we now issue all upper case.
