Another system issue is that there are no partitions in place. There are also 
no separate memory pools, or subsystems even for *BATCH, but amazingly, I can't 
see any poor performance issue, that would warrant instituting these changes. 
However, for my own selfish reasons, I would like to see how one creates the 
Partitioning. Can I go ahead and creates something like that? Can you just 
create partitions in the background, and not have any performance hit.How would 
you set this up for a simple test?
