Depends on what you define as 'built-in'.  Is the HMC for pSeries lan 
attached or does it use about the same cable as direct Op's Console?  But 
if you consider twinax to be 'built-in' it probably doesn't matter.  And 
can something that can run several machines, either independent boxes, or 
lpar's, be considered 'built-in'?

Well, technically, the scuttlebutt is a barrel (or "butt") with a hole (or
"scuttle") cut into it, used to store drinking water on a sailing ship.
Effectively a pre-20th-century version of the drinking fountain.

Seriously, I wouldn't mind one bit, seeing a built-in console added to the
next generation of AS/400s, as long as it eliminates the need for all
those silly CA/Windoze-based things like OpsConsole, OpsNav, &c. And if
it's Linux-based, it's certainly an improvement over something
Windoze-based. Although I'd still prefer for IBM to stop making such a
show of abandoning Twinax.
