When you start the controlling subsystem, the startup program will execute. If you do, a WRKSBS while in a restricted state the QCTL subsystem will show it is in an end status. If you call QSTRUP, the operator will get the message that the controlling subsystem needs to be started. I am under the impression that starting the controlling subsystem and running the startup program are equivalent. Is this true?
