When you start the controlling subsystem, the startup program will
execute.  If you do, a WRKSBS while in a restricted state the QCTL
subsystem will show it is in an end status.
If you call QSTRUP, the operator will get the message that the
controlling subsystem needs to be started.  The system will run fine,
but it is better to start the controlling subsystem

No problem, just a question about how the system works...

There's a system value for the controlling system (usually QSYS/QBASE or
QSYS/QCTL), and a system value for the startup program.

When you go into restricted state, and want to go back to normal
operations,
is it preferable to start the controlling subsystem or call the startup
program?

I am under the impression that starting the controlling subsystem and
running
the startup program are equivalent. Is this true?
