As I understand it OVRSYSDATE won't work if you are at security level 40
though...

do a google search for OVRSYSDATE. There is a package which will give you 
the functionality of "locally" overriding the system date for testing 
purposes. To reiterate what other responses have stated, CHGSYSVAL should 
be locked down and not available for public use. Imagine a situation 
where someone changes the security level from 30 to 50, because they 
think it is "enhanced" and better? It happens...
