No.  You cannot order ptf's for an unsupported release.  Even just the 
cume.  There is no fax support anymore.  For more information check out:

Last possible avenue of approach is SNDPTFORD from the V4R5 machine using 
SNDPTFORD PTFID((SF99450))
That's iffy at best.

I just tried the web option for ordering ptf's on media, and ordering 
SF99450.  Still haven't received an email saying whether or not they plan 
on shipping it out.
