We have the same problem at my shop, cursor moves, but no command keys or the 
enter key works.

I once solved it (from the Communication menu of the session) with 
disconnecting and connecting the session again; it meant to re-signon to the 
system.

Although I have not tried this: perhaps asking system management to disconnect 
your job (option 14 in WRKACTJOB), then disconnect and connect your session 
again. After signing on you should be in the same place where you left off. 
Hopefully all keys respond as they should do.
