It does not surprise me that HIT works, even when disabling ODBC support in application administration. That ODBC support is listed under iSeries Client Access client apps, and HIT is not part of iSeries Access - to the joy of many.

another post in this site, CA must work thru an exit point. Remember that
you can authorize users in an individual basis. So there must be a file
or list in some place. Nevertheless, basic OS/400 security remains in
place (the Hit driver asks for UserID & password)
