It's a very simple technique: in general, you use an array indexed on your input tokens, containing your output tokens. For things like a scanner for a parser, you probably have to scan through a list of your input tokens, but for a simple character encoding conversion, you just construct an array containing the output encodings, in order of their input encodings, e.g., an array of the EBCDIC character encodings in ASCII order, or vice versa.
