Hmm. Depends. Dunno about Netserver (except that it probably has
everything to do with the file's CCSID), but with FTP, it depends on
whether one is in binary mode.

At any rate, we do a great deal of EBCDIC-to-ASCII and ASCII-to-EBCDIC
translation here at Touchtone, and it's all done with table-lookup.
