While we often refer to the auditors in the negative it is equally true that they often have the power to initiate or enforce change that the IT department is unable to. Their authority is often worth exploiting to get bad practises stamped out.

Developers should not have access to production data.  Ideally, they
wouldn't even have access to production systems.

Another point: Think in terms of what will pass an audit.  I consider
this a weaker point, based on the audits I've seen lately, but it does
get you thinking about who has what access.
