Ok, somehow the system allowed the user to reconnect (weird).  Before, QINTER 
had a lock on the device and wouldn't let them allocate the device.

BTW, I'm on V5R1.  I remember prior to 5.1, there was an IBM program you could 
call that would do this, but it's not there anymore in 5.1 that I know of.

Not sure but you might try to "ask" the system to release the lock and hand
it off to you:

ALCOBJ OBJ((QSYS/PC299S1 *DEVD *EXCLRD)) WAIT(10) CONFLICT(*RQSRLS)

IF the system honors your request, you should be able to DLCOBJ of your own
lock.
