According to the GetSense.exe program:

084C            Permanent Insufficient Resource:  Receiver
                cannot act on the request because resources
                required to honor the request are permanently
                unavailable.  The sender should not retry imme-
                diately because the situation is not transient.

        0000    For LU 6.2, Transaction Program Not
                Available--No Retry:  The FMH-5 Attach
                command specifies a transaction program
                that the receiver is unable to start.
                The condition is not temporary.  The
                sender should not retry immediately.
                This sense data is sent only in FMH-7.
 
                For non-LU 6.2, no additional information
                is specified.

Anyone have the SNA Formats manual handy? 

If so, what's this:

The Systems Network Architecture (SNA) error log was 
   received for file QCNDDMF in library QSYS in job
   711006/OMX75MAD/KPERRY1. 
   This message is used to record the SNA error log received. The SNA
   function 
   management header type 7 (FMH7) sense code associated with the SNA
   error log 
   is X'084C0000'. 

And why isn't this manual online?
