Thank you.  Why couldn't IBM just say that?  Afraid to admit that they 
should have put a format id in there like many of the other api's?

Hello Rob,

The key (having a value of -1) is what identifies the ERRC0200 format to 
the
API. Had the ERRC0100 format been used, the first 4 bytes would have been
occupied by the bytes provided field (having a value of zero or greater).
