Two things:
1)
STRPCO PCTA(*NO)

STRPCCMD PCCMD('"C:\Program Files\Internet +
Explorer\IEXPLORE.EXE"') PAUSE(*NO)
2) try your command "'C:\IEXPLORE.EXE HTTP:\\WWW.DEKKO.COM" from the PC's
command line (Start --> Run). If the command won't run there it won't run in
from STRPCO either.
(I suspect it'll work if you drop the C:\ from the command.)

I don't know what I'm doing wrong but from my 5250 session I tried
STRPCO
STRPCCMD PCCMD('C:\IEXPLORE.EXE HTTP:\\WWW.DEKKO.COM')
after copying iexplore.exe as a shortcut into the root directory.
and I get an error window with the following:
'C:\IEXPLORE.EXE' is not recognized as an internal or external command,
operable program or batch file.
