Does your job log for QSTRUP show the successful submission of the jobs? What job queue are you specifying on the SBMJOB command? What is the value of system value QSTRUPPGM? Is the program specified in QSTRUPPGM the same program you've modified to include the submits? In the right library? If you have no logs anywhere and no jobs stuck in job queues, it is likely that the startup program you're modifying is not the program which runs. I've seen this on many occasions and have done it myself.
