If you are on V5R2 and have installed the QUSRTOOL optional part of OS/400
there exists a green screen netserver config tool.  Look thru the QATTCL
for the create program TZ--- something.  Works neat and has an option to
see who is disabled for netserver support.

So far that is the only place I have seen it.  Nothing on the green screen
side.

Actually iSeries Navigator is quite good at this:
My Connections
 Network
  Servers
   TCP/IP
    Right click on iSeries NetServer and select disabled user id's
