There is the List Server Information (QZLSLSTI) API, which has a format 
that lists the disabled users. No further info that I can see. It's been 
around since v4r2, I believe. Uses a user space. there's also an open list 
version. It does not look difficult to use - typical user space API, so a 
command would be easy to write.
