I went into control panel, user accounts and re-set my password for
user - myname on domain - mypcname , and set it to my as/400
password which is uppercase.
 
I went into client access services and started the client access remote
command. It is selected to start as the local system account, and it
shows started.
 
I did go back and re-set my password to lowercase also and I get the
same message. My user on the user accounts is set up as an
administrator.
