I have tried to find out how to do this myself.  I would
like to route all program-related messages to one 
person so that a determination can be made about
what to do and a record can be made of the program
failure mode so that it won't happen again.

There must be something that controls this,
but I cannot see what it is.  Look at
CPA3138 (file full) and CPF4101 (file not found).
The first one goes to the QSYSOPR queue and
the user gets a 'waiting for reply' message.
The second message goes to the user's message
queue and can be answered.  I've gone into the
message file and set the message description for
CPF4101 and set the severity to the same as
CPA3138, changed the reply list, and looked at
workstation message queue security.  So far,
nothing.

Let us know if you ever figure this out.
