If I read the 170 Problem Analysis Manual correctly, the 2720 twinax
controller can only be located in C08 or C09 of the base unit. These are
the top two slots in the MFIOP module. 2720 cannot be located in the
expansion unit. 

Hope that is the fix for your problem.
