The US based company is paying $20+ an hour to get their systems programmed.
Why doesnt the MIS directory of that US company offer that amount to a US
contract programmer?

granted, I am aware of the difference between what a consulting company
charges compared to what they pay their contract workers.   The theory of
supply and demand predicts that there will be a lot of programming work
available in the US at low wages.  But that is not what is happening, and I
dont understand it.

$20 is what they charge companies.  The programmers are only getting a small
fraction of that!
