I don't think it is turned so much as the cover removed and the contacts
jumpered with a paper clip.

My 9404-40S has a "key" which locks the front panel from opening (this is
different than the old beige units).  Big deal.

Just grasp the front cover and pull it off -- no tools required.  Then press
the buttons...

This isn't even security by obscurity!
