Your default system library list is contained in the system value
QSYSLIBL and can be changed with the CHGSYSVAL command.

I think if I were faced with this situation I would create a unrestricted
copy of the DLTF command called 'DELETEFILE' or 'DF' (or some other
name), put that command in the new library, and then use object security
to ensure that only the appropriate groups could access the newly-named
command.  I would try to avoid using the CHGSYSLIBL command and
qualifying commands with library names.  In order for your changes to
persist, I would put both the new command and the restricted command DLTF
in the non-IBM library.  This way you will not be affected by PTF or
release updates.  When modifying IBM commands like this, the changes
should be recreated at every release update.
